I’m not expert but yeah there’s no verses in Quran about that, however there are several schools of thoughts that base their rulings off hadiths and their interpretations of Quranic verses so the rulings between a Shafii and Jafari and Hanafi scholar could differ based off their own research. I think Islam only forbids permanent bodily alterations like plastic surgery or permanent tattoos. Idk about hair dyeing although it is discouraged for men to imitate women and vice versa so I guess if dyeing your hair makes you look more girly then indeed it could be impermissible.
