It's better to have wide cheekbones than no cheekbones at all. And no. Mewing won't make your cheekbones that wide, especially at the age of 22.

You can't have defined cheekbones without them being wide at the same time. Unless you are emaciated and every single tiny bone in your face and body is visible through the skin.

They are normal size but his face is lean which is why the cheekbones are showing even though they aren't wide or massive.

Usually, wider palates=wider cheekbones.

If the maxilla is not recessed then it won't make a huge difference if it is very forwardly grown or not. Your chin is only slightly recessed iirc. There are a few other more important features in the face which have to be developed in order for someone to look their very best.
