He is from Perm Krai which is located in the ural region of the country the region is majority ethnic Russian with some Turkic Tatars Bashkirs and the finno-ugric ethnic group indigenous to the krai (Komi-Permiaks)

maybe he is just assimilated Tatar or a Bashkir but he is not aware of his Turkic roots anyway Russians have some of the highest mongoloid admixture in Europe

Looks Pamirid with Gorid influence, doesn't look fully Mongoloid, he has obvious Caucasian ancestry.
