levant vs. coastal north africa: which one has more lighter types?

Well I would say the Levant. North Africans get darker as they head into the Sahara, and Syrians get darker inland, and they are not Levantines but tribal Arabians. Overall the North Africans, and the Levantines (excluding the ones with greater sub Saharan ancestry) are basically similar: Beige, Olive and Brown.

We need statistical studies for this; N. Kossovitch in the 50s gave 13-14% of light pigmented hair and 14-15% light eyes for moroccans as a whole and C. S. Coon in the 30s gave even higher values for some riffians concluding that they had higher proportion of light pigmented people than south europeans. I haven't read anything in regards to levantines so I don't know.
Now going by my experience I think you find more light pigmented people among levantines (this includes light brown hair).

It is hard to get decent stats on those features, hair, eyes and skin color, you need a large sample, and the same methodology used. Look at the Ashkenazi Jews, they are a mix of Levantine, and SouthCentral Italians, yet they have more lighter pigmented people than either of their parentage. That could be because of the genetic bottleneck the AJs experienced or positive selection. As far as Coon, there may have been selection bias.
